For what it's worth, the same champagne
bottle was on the PS of the 100,000th
researcher to register. I suspected that
the same person had nabbed the U200000
number. However, I believe he was taking
a vacation from H2G2 at the time.

U5000 seems a 'normal' researcher, and U15000 just registered and never posted again.

Has everyone given up on figuring out who U200000 is? Or did they come forward and I missed it?

It works because of integer overflow... which means... PCs have a limit on how large a number they can store, and if you go above the max, it wraps around.
Net result, you can add 2^32=4294967296 to a user number as many times as you like without changing it.
You can also access negative user pages

Yep... now, whether this was intentional in order to prevent people going after nice high numbers is another question
