I think the usual phrase, which seems to be used most often by English speakers wanting to sound like they speak French, is:
Plus ça change, plus ça la même chose
But hasn't someone already answered this question...

what exactly do you want to know about "deja vu"?!..
yep, it means "already seen" but it's also used for:
a situation/event we feel we've experienced before or a place we feel we've been before... {usually through a dream]
we also tend to use it when someone keeps saying the same thing or an event is happening again... but that's only another use of the expression not really the original one...
to try to go further with the meaning, i would say that tho' it literally means "already seen" the real meaning would be/is: "already experienced"...
