i wouldn't have thought there was any reason why the Doctor couldn't regenerate as female... unless there are strong sexual roles amongst Galifreans... in fact combined with the possibility of Time Travel, this raises serious questions of Galifrean reproducion...
Doctor Who's next mission of course is to regenerate as female, travel back in time, have sex with him/herself and repopulate the Galifrean star system!!
i suggest the woman who presents The Weakest Link. This would preclude any such shennanigans in a self-expanatory family-friendly way.

Incidentally, no reason to put black in inverted commas. I can see a Who of colour, for want of a better phrase, working very well. It depends a lot less on which demographics the actor falls into and more on the actor himself (or herself), their strengths or weaknesses. If some fans are too bigoted to see past the colour of an actor's skin, their loss, I'd say.

Well we have had Henry VI played by Nigerian decended David Oyelowo in Stratford, I look forward to the first white person to play Martin Luther King.
We have also had Patrick Stewart play Othello with the rest of the cast black to mirror the racial undertones of the play.
