I will jump in now and suggest that is the sound of Electric Fish at work.....

I have a feeling my 1968 Encyclopedia would have nothing to say about this item. It was invented long after that.

He did not say it generates electricity he said it had an edge.

Fits with the wind sound, modulating tones. Won't fit in a bedroom. Although the 'instrument' doesn't fit, or 'generates electricity'.
