Nah, cos I was rather leading you on there to get you to the size.
MMF on the other hand made an astute guess which I deem to be creditable with points.
Also I note, not a lot of points being awarded thus far. I'd have thought there'd be all sorts of sound-related Quiet Interesting morsels being offered up by now, instead you all be consumed by trying to work out what it is! Kudos to me, but seems like a missed opportunity, is all I'm saying.

But as far as this thread goes, if you are headed into the pacifc then you are headed in the wrong direction. (okay so the earth is a sort-of sphere if you kept going eventually you'd end up closer but you get my drift.)

So 20m or 65' high. Almost three times the height of a conventional building at sea level, but not a wind turbine, which are around that height, excluding blades.

I don't believe it. Can't a chap have a couple of hours down the pub without 130+ QI's showing up. Again.
As for the sound, sounds like a flagpole with flag, in high wind, to me.

Why the Hell does the sound modulate?
If it was a turbine the sound would be constant!
It modulates too regularly for wind to cause it. The modulation must therefore be caused by application/release of some restricting mechanism....

I just thought I'd try something different. Had this one sat in my QI folder since last year. I pulled it out because it didn't need much input from me to finagle it, it's just listen to the sound file and guess.
