There is also a programme shown in the UK on Trouble called My Wife and Kids with the bald Wayans brother - I think that is quite funny but I don't think it'll score very highly in any polls.

Hey, I noticed as well.
I'll accept that Teachers is more of a drama, but I'd reckon Scrubs falls in sit-com territory. Okay, so there's a certain amount of character developement (Dr. Kelso's nice, Dr. Cox is nasty. No, wait, Kelso's nasty, Cox is nice, well sort of - he just has trouble connecting emotionally. And he hates a lot of people.), but each show tends to have a main situation around around which everything else fits.

Seeing as The League of Gentlemen appears to have been disqualified, can I move everything below that in my list up one and add Open All Hours at number 10?

Mid '90s sitcom set in a school and focusing, not unreasonably, on the teachers. Hence: chalk.
My memory is a bit hazy now but I remember it included the obligatory grumpy character who spoke only in swearwords.
