It should be something with a relatively low frequency, to be less obtrusive, but one that animals can also hear.
(What's wrong with horses on roads, SoRB? The problem is surely other road users who don't know how to deal with them! I agree that riding on a bridle path is more pleasant, but how do you get there? You must not know the drama involved in getting a horse into a box. Will you want to ban bicycles next, and pedestrians?)

putttt! now heres a thought.... why not put a large internal combustion engine in it, it could also be used as a power plant to move the thing

Stop, Look both ways and Listen. But folks often
depend on just looking one way, listening as they
step off, before looking the other way.
