I do like the idea of quiet cities, so I would suggest something above the range of human hearing. Then the guide dogs should still notice it. Of course the blind people without dogs would have some problems, but we´ll give them all dogs.

However, I also quite like the idea of them being silent.

I suppose its an Unknown what are the relative roles of hearing and sight in avoiding cars. Presumably hearing has *some* role - but if cars were silent, would we compensate? And how quickly?

We'd have to use our hooters more (not THOSE hooters) like they do in India.

there would be a very simple lo-tech way to adapt the idea to produce a sound from the car, one that was speed related so as to give the public an idea of the speed and position of the vehicle

Another idea: the government could set up a department to judge sounds people want to put in their cars. Like this, you can personalize your car and some workless people can get employed.

Surely all electic vehicles should be accompanied by a 'clinking glass' noise, reminiscent of a milk float.
