This is very interesting subject for me, as a japanese English learner.
Sometimes I get confused betoweeen those things
Most of time I studied written English at University becasue my majour is English Literature. But as to the punctinal English, I can say I couldn't use, didn't know every day Englsh conversagion
I'll pop into here and check your opinion

Yes Taamyu! this is the point. Actually FE (Functional English) is about the every day English, eused in order to perform different FUNCTIONS. So it is different from the Written or Formal English one studies usually in the Colleges etc.
