The Difference between Functional English & Traditional English

Oh, here it is.
It says the theory behind the movement is that the schools would get extra funding for supporting bilingual students, and also it would raise the status of Black English (Ebonics) as a dialect in its own right. It was rejected - on the basis that "black children.... are not bilingual. They are bi-dialectal, and that does not merit funding as bilingual people. It'd be an insult."

Besides, what is traditional?
What ever happened to those big "F" looking letters seen on old posters around the early 1700's? I think they were a replacement for the double "s". And what did they post them on? Trees? Lamp post?
Off the subject - did they have public out houses back then? What about the businesses in the city? Did they have their own?

Early in the 18th C. the London population was heading towards 600,000 and there may not have been enough trees for everyone. Rudimentary piped water and sewage systems (sometimes separate) were in place.
