Another idea is to tax the Vogons on everything they do, ie thinking, eating, breathing and make them have several different types of id's and licences. Also give them the best of compuuter software that keeps on crashing and as well as being undated with junk mail and cold sales telephone calls asking if they want double glazing to be done.
