If anyone was monitoring the hotel communications they would be aware of the value of that jam. Doug Ivory would have just as much a motive for stealing that jam for it's financial value as anyone else.
You could put a reward for information leading to the recovery of the jam.

Perhaps it was the collector from Tokyo, he may have had a nearby agent who decided to save him US$1000.

I think I have found the cause! It is probably a conspiracy to take over the world by occupying earth's armies and police forces with the problem of containing the Jam Crazed Children (J.C.C.) while THEY slowly take control of the governments. The "bidder from Tokyo" was actually an agent of the organization and he was attempting to acquire and destroy the jam because of it's potential defensive power.
As for the problem at hand... Vestboy said he had an antidote for J.C.C., didn't he?
