*moves around the figure*yeah a little, although his head's an unusual shape.
what shall we do with him? if he's dangerous then we shouldn't leave him. how about we leave him somewhere that he can't leave. like the top of a really tall building with no fire escape of other way down. then he's tell us who he is.

okay... i do think there's something familiar about him though, i just can't place it. i'm almost sure i've seen him somewhere before...

Waitasec. It can't be...can it??? Its the old librarian from the league building. But I thought he was killed last year? I recognise him from the photos in the building

no, those photos were of the caretaker. Elwyn has been the librarian since we've had a library. but he was in those pictures yes... interesting. i knew he'd gone missing but i wasn't able to locate him. well i will this time.
*plants a tracer on the unconscious figure*

*the caretaker begins to revive, but as he stands up a figure looms up next to him and strikes him down.*
figure: idiot! you were seen! do they know of your mission?
caretaker: no master... none do but you...
figure: let it remain so, for if it doesn't then your services will no longer be of use to me. (more gently) your information on those annoying heroes has been useful. however, should you give yourself away i cannot guarantee that you will be safe from my minions. i must go now before they return. be gone with you!
caretaker: yes master. *scuttles off down the alley*
*the figure looks around, and Spectre glances it's face from his vantage point on the rooftop, and gasps*
*he ducks just in time to avoid being spotted, but when he looks again th figure is gone*
oh my god...
Q, i've got to go. urgent business no time to explain.
*dives into the alley and is gone with the shadows.*

*While this diversion is going on, Chaos makes use of the decoy by breaking into the City's electricity grid and moving round a few wires, none of any specific importance, just street lamps and the like.
*After leaving the building he leaves and waits until dark for the confusion to set in, but leaves small speakers with recorded sounds of crying babies, a dying giraffe, whale music and Daphne&Celeste scattered around in places of darkness. Though they won't turn on until it is dark and the lights prove problematic.
*Wonders about following Spectre to find out more about this strange new villain and coerce him into the Order of Anarchy - though a cold-blooded killer who can impersonate Chaos might be a troublesome accomplice*
