Yep, and it's pure overhead, so those organisations keep it to the necessary minimum and make sure its practitioners don't get too comfortable. Admin is not there for job creation, even if that's what the last government contrived.
Be that as it may, the biggest problem now might be the politicisation of underachievers. If Cameron's not careful, he'll create a situation whereby everyone who's a waste of space will vote Labour, and we'll all be in big trouble if that adds up to a future electoral majority.

Just a point for all those slandering how expensive and wasteful public sector admin is: a few years back there was a study done in the States comparing private medical insurers and Medicare/Medicaid, the public insurer.
It was found that private companies spent on average around 7% on admin costs. The public sector was about 2% - the public sector was three times as efficient as the private sector.
So let's lose this nonsense about how public sector admin is a waste of money. Public sector admin workers are working in far more complex environments, with complicated regulations and constraints and they do it more efficiently than private sector workers.
I'm all for making the system less complicated, but that's not the job of the admin girl who simply has to do as she is told.

Sorry Beatrice you must have your computer set on a high level of protection.
Tax paying pensioners, other than those on a public sector pension, may well be upset by the Pensions Commission report, the other is concerned with the overworked civil servant. Try putting 'Parkinson's Law in Google, you will get the idea.

You will have heard in this week’s Budget that we have had to take difficult decisions on public sector salaries for the next two years, while taking steps to protect those on lower salaries. Like many private sector organisations, we have chosen to control salaries rather than see higher job losses. The more we can find savings, the more flexibility we will have to avoid job losses and wage cuts.
We want you to help us find those savings, so we can cut public spending in a way that is fair and responsible. You work on the frontline of public services. You know where things are working well, where the waste is, and where we can re-think things so that we get better services for less money.
So this is why we’re writing to you today. We’re asking you to go to this website – Spending Challenge - and tell us your ideas about getting more for less. Don’t hold back. Be innovative, be radical, challenge the way things are done. Every serious idea will be considered: by government departments, by the Treasury, by our teams in Number 10 and the Cabinet Office – and passed to Parliament’s Public Accounts Committee to make sure we don’t miss anything.

My husband did. He's already working on his list of suggestions, starting with "stop changing the education syllabus".
I didn't. So presumably I don't work in the public sector after all. I wonder who all those people are that I deal with every day? I though they were, erm, members of the public.

Sorry Whoisit but the temptation is too great
I suppose they all would want to get rid of careers advisors pushing students into fruitless University courses leaving them them with a £10000+ debt and few job prospects. Of course the graduates can always put 2/3 years swanning around on their CV's.
Shift work and short term contracts would open things up a bit.
