They're just little fat bumps. Once a woman gets pregnant, she gets more of them growing on the nipple, and they're used to lubricate the nipple when breast feeding. I guess that their job off-pregnancy and nursing is to lubricate the nipple to a lesser extent, since it changes its shape alot and needs to remain elastic.

Well thats easy the elastic limet of skin is relativly on 1/16th the elastic limet of an old rubber band

of corse the problem is how old the rubber band I tested it on was 
and that was with thin little me maby the fatter you are the more elstisaty it has..or..erm Ive confuzeld my self

Those little 'Braille" spots are called Montgomery's Tubercles.
They are both for Lubrication and also contain sweat glands in Montgomery's Cysts.

When I was breast feeding my daughter, those "braille" bumps produced small amounts of milk, compared to the actual nipple that produced the majority of my milk supply
Btw- Incase anyone is interested, my breast are very tender at the momentI can't wait till after the birth & my milk comes in, i can pretend to be Jordan again
