At the moment, we're not working on new smileys, and aside from the Post, we don't accept art submissions for non-Edited Guide material, just because we'd then be spending our time uploading loads of pictures that may only benefit one person out of thousands. But you can ask us about any ideas you've had on the Mailing List if you like.
