Apparently you're also misunderstanding what a whoopie pie is...
It's not a pie, and I have no idea why it's called that, except that these Pennsylvanians named it that. Just like a pot pie isn't a pie here either. But be that as it may...
A whoopie pie is made from two big soft cookies,each about 3 inches in diameter. The batter they're made from is more like thick cake batter than cookie dough, if that gives you any idea of the finished texture - thick in the middle and soft like cake.
The big soft cookies are put together with a big glob of fluffy frosting (icing) - fluffier than you'd normally use to frost (ice) a cake - between them. Think whipped cream, only it's not whipped cream, it's just a fluffy frosting.
The resulting whoopie pie looks something like this:

The cookies are traditionally chocolate, but can also be made in vanilla flavor, chocolate chip, or pumpkin.
The frosting is traditionally vanilla, but can also be made using mint flavoring, peanut butter, or even cream cheese (especially good in those pumpkin whoopie pies)
And all the children said "Whoopie!!!"
