TJ's not ticklish either ... unless I catch him by surprise! Then once the surprise is over, he relaxes, and the tickle doesn't work anymore ... I can't figure it out!

It's very simple.
Tickling, at least the "oooh, that tickles" response can be controlled, even denied. Once you've done it a few times, it gets easier and easier, until it's a natural response.
