Nah. Its from this joke. Less of a joke and more of an anecdote about politics.
One politician (Politician A) enacted a smear campaign on another (Politician B) by saying that the other guy's sister was a practicing thespian and his brother was a licensed homosapian. The general public, not the brightest individual in the world, voted for A.
