Yes, HE is doing just that. However, since you folks are all out on the battlefield, and HE's the only member of the party in the Senate Chamber, you folks won't see that action until you go there.

::In the distance--past the wreckage and the smoke and the litter of bodies--above the defense walls of the city, one can partially make out the tall spire of the Senate building. There must be some activity going on inside, despite the raging battles within and without the walls of Galyana, because there are lights shining from the immense, ornate windows. As moments go by, the illumination grows and becomes more intense, seemingly turning to a white-hot glare streaming from all the orifices of the building. There is a high-pitched shrieking noise coupled with the sound of crackling flames and a crescendo of many voices, and the upper story of the Senate shrugs and sways on its foundation. White spikes and tendrils of light flash out of a myriad of cracks in the masonry of the spire. They lance the gathering gloom of the darkening sky, lighting the facing buildings and the underside of the lowering clouds. Suddenly, all is darkness in the upper reaches of the Senate, though anyone near the building would hear the entire structure groaning as if it were bearing too much weight. It is otherwise strangely still.::
