Not at all, just a mention that single parents with no income have not only the benefits of paid-for social housing, but the guarantee they can bring their children up in soulless hellholes where any shred of individual worth is sucked out of them by the privation of their circumstances.
Having gone from one of the better public schools in the Home Counties to the depravity of a London overspill estate in a matter of weeks, I know whereof I speak, innit.

Actually, there's your answer to the OP. Make all the necessary cuts in Central Scotland. Voters there will return Labour MPs no matter what, so no harm done.
A Glaswegian friend of mine recently said to me "In Glasgow you went to a shit school where you learned nothing but how to fight and how to take drugs. You left school and got an apprenticeship that was cut off after a year, leaving you on the dole. You live in a shit house with damp running down the walls. For 50 years you've had a Labour council and a Labour MP. But you vote Labour anyway, because it's what you do."

thats why the tories are in favour of welsh and scotish devolution, they are both traditional labour heartlands and with them out of the equation labour would be trapped in the mainly urban constituancies

No they aren't. The Tory's full name is The Conservative and Unionist Party. They support the Union because that's part of their small 'c' conservatism. Cameron is on record as saying he doesn't want to go down in history as the leader of the conservatives who presided over the break-up of the Union.
The Conservatives want the Union
Labour want the Union (they're screwed without it)
The LibDems want the Union (actually, they just want full amalgamation into the EU)
In fact, given all the guff about Scots being such a drain on English resources, it's rather surprising that all the main parties are against breaking up the Union.
Could it be that talk of Scotland being a drain is nonsense? Perhaps reading the McCrone report would help (a report commissioned by the UK Government in 1975 and then suppressed)

"Full devolution"? Would that be the same as complete independence? It's hard to see how PC would be in a position to offer any support to him then.

Devolution and Proportional Representation are a minor issue.
Unless someone takes their finger out the whole bl**dy nation will go bottoms up and we shall be classed along with the failing European States.

Underlines the point that even if we assumed that young women were shagging their way into council houses (they're not. it's a myth. it doesn't work like that), punitive solutions could never be the answer. They wouldn't be the ones to suffer.

You seem to show a measure of understanding swl. I believe we've been here before.
Nick and Dave are quite close to taking control, the markets don't seem to be too upset for the time being. My old fashioned livelihood would seem to be secure. As old age takes hold the requirements of my wife and I on the 'frontline services' may overtake our contribution, but for the time being we are keeping our end up knowing full well that family and friends are solidly behind us.
Just have a slight pain in the ass now an again.
