Please recommend me a good, free graphics utility

All I want to be able to do is:
1. Open BMP, GIF and JPG.
2. Reduce colour depth to black, white and two shades of grey.
3. Crop images.
4. Edit bitmaps.
5. Save as BMP.
Huge, multifeature graphics powerhouses not required, I just want a fairly basic image editor only slightly better than Windows Paint - I just need to be able to reduce 24 bit colour images down to four shades of grey.
I've downloaded Paintshop Pro Evaluation version - which would do the job very well - three times in the last 24 hours from three different mirror sites, and each time it was corrupted.
Can anyone tell me where I can get an uncorrupted version, or what might be causing the problem, or better still simply recommend something that doesn't take four bloody hours to download before crashing?
Thanks

Irfanview (http://www.irfanview.com/) is another good one - it's a lot more lightweight than the GIMP which probably has a lot more in the way of features than you need. It's less than a megabyte to download.
Did I mention that it's completely free (not even shareware).

Just checking how closely you checked I didn't check the backlog, pheloxi
There's a shareware (but unlimited use) prog on the mac called 'Graphic Converter' I think - there's also a Windows version
