They're both in the wrong; The American government for thei ridiculous policies, and the terrorists for over-reacting in the way they did.

It certainly did.
More innocent civilians were killed in Afghanistan by the US revenge attacks than in New York by the terrorists.

An eye for eye - you kill our innocents, we kill yours.
And the terrorists and governments whose stupidity, blind intolerance and evil create these situations, sit pretty.

While the emergency services personnel pick up the pieces. If only those dedicated and compassionate self-sacrificing individuals were the ones running the world.
