"What do you do if there's a job going, only two candidates and neither inspires any confidence?"
The first thing I would do if I were hiring in that situation is ask myself why I have only two people and neither inspire confidence. It might be a clue that I am running my business very badly.

Or defining the position too stringently in the advertising . . . ?

Or operating in a high-employment environment. You can send headhunters out to poach talent from other companies. Remember, if the two candidates are likely to screw up, you'll all go down the drain. Be careful!
