In the UK the museums classed as 'National Museums' can be visited for free, although others that do not receive government funding may well charge.
Even the places that usually charge an entry fee may well open their dates for free for special events, and there's usually a Heritage Day in September in which many museums open their doors to allow free entry.
There's an old entry: A564879 Museums and Galleries You Can Get into for Free
Of course, if you are a child there's lots of places that Blue Peter Badge wearers can get in free:

Not free but it may as well be.
I was in Baldock on Monday and noticed the Baldock Museum.
Open Wednesday for 2 hours and Sunday for another 2 - but not until April according to the sign on the door. The web site says different.

They have a web site and a sign, but the two conflict? This just gives them two different ways of confusing you.
It's not a bug or a glitch. It's a feature.

Of course a good place to go is the local library. Did you know that we can actually go to a library, read any book we want to – they've not even been censored – and not only can we access any book we choose, we can even take them home to peruse in comfort – for free?!
Many libraries have small museums attached to, so Cowes has the Maritime Museum, Southampton's library is located next to the renowned city art gallery. Libraries often host various events, from reading to babies, art and craft events for the young to talks on various local subjects too.

We have a family centre nearby, they offer free sessional activities but also you can just drop in, make use of the kitchen facilities if they are not being used for a class and the kids can play, lots of toys, games, dressing up clothes, arts and crafts and small outside garden. all under your supervision, this is not child care.
When the kids were younger, I could make a picnic, go to the park, then the family centre and we would just diddley- do on the round trip and they would consider that a fun day out 'at home'
This is more along the lines of what you can do for free I guess than a day trip out.

Round here, many concerts (of varying quality) these days are held for free, asking only for a voluntary contribution on the way out. Incredibly enough, for the organisers, this often proves more lucrative than charging a set admission fee. But there's nothing to stop you going out without putting anything in the basket.

Libraries sometimes host free concerts, but it depends on the library, and on the interests of the people who frequent them. Some towns just do not go to many programs, so they eventually peter out.
