We have always held that if the pubs are it must be ok to have a drink 
This isn't a hard and fast rule, Christmas Day, is one and Mothers Day on which it is perfectly acceptable to drink Baileys at breakfast time

My yardarm is generally set pretty low. Anyway, its nearly a quarter to ten. He must be totally sozzled by now.

Wine o'clock generally coincides with starting to cook the evening meal.
Beer o'clock is much earlier.

Yardarm in our family. But generally taken to be 6 pm. Except on Sundays, when lunchtime drinking merges seamlessly with the evening G & T.
