Despicable though it may be to do this on a war memorial, what I cannot understand is why is it only the woman who is being charged and pillioried?
Surely, if the crime is an offence to public decency, then in oral sex it generally takes two participants (unless one is missing a few ribs).
So the question is, why is the fellah not also being charged?

As Taff says, this is all about her urinating on the memorial. The "sex act" (to use that ridiculously po-faced euphamism) happened nearby and doesn't really have anything to do with this story beyond happening on the same night - the media have just picked up on it because it makes the story more salacious.

Sounds like it was only her that was caught on CCTV, so I guess they can't charge the man because they don't know who he is. I'd like to know how they found out who she is from the CCTV.
She was convicted of "outraging public decency"*. We don't know which things she was actually charged with though.
*and just out of curiosity, how many of the hootooers who believe people don't have a right to be offended also believe that this woman did no wrong and shouldn't have been charged?
