Yeah, one of those Wacky Racers. Poor fellow had a speech impediment. 
Not sure why the pigeon keeps popping up in my subconscious. I seem to remember this guy eating birdseed.
All those shows kinda blur together sometimes; there was, let me think, Perils Penelope Pistop?,.with the Ant Hill Mob saving her from Paul Lynde, something like that.
