Slavery, possibly. The daleks have a long history of using humans as slave-labour, and what better way to make sure no-one comes looking to liberate them, if eveyone else on the planet doesn't even know they're still alive. Or converting them into daleks (c.f. Revelation of the Daleks) in order to increase their numbers.

Breeding new Daleks presumably. It was established in Revelation that Davros had developed a method of forcing an advanced version of the Dalek mutation onto living subjects.

Okay, this is where I pin my fan colours to the mast without shame...
There is a theory that all of the stories that happen prior to 'Genesis of the Daleks' take place within one timeline. The daleks become an imperial force, with an Emperor and a chain of command, time machines and huge forces hidden on planets (Spirodon, for example). This timeline ends with the destruction of the daleks in a civil war ('The Evil of the Daleks'), although we still see a few stories set back along the timeline in the Pertwe era.
At the end of 'Genesis of the Daleks', the daleks are entombed, setting them back a few thousand years. By the time they emerge, their supreme position in the universe is challenged by the Movellans. Instead of expanding and building their own empire, they're blocked by the Movellans and trapped in a war that leaves both sides in an empass. The daleks try to solve the problem by resurecting Davros and suddenly their existence becomes (on TV at least) linked to Davros.
Effectively, the stories post-Genesis seem to run parallel to those pre-Genesis (in the TV viewing order). The result is two giant dalek armies fighting it out, one led by a Supreme Dalek, one led by Davros, assuming the title of Emperor. 'Remembrance of the Daleks' sees Skaro destroyed, which might possibly reset the timeline to what it was, or it might create a *third* dalek timeline.
Whatever, the Great Time War has definitely resulted in two further possible timelines - one in which the last survivor of the dalek race commits suicide inside a bunker on Earth, and one where the dalek race survives, cloaked from detection and retarding the evolution of the human race for over 100 years.
Such are the mind-wrecking difficulties of travelling in time. But it suggests that merely by being present at certain points in Dalek history (their birth, their destruction on Skaro - twice - and their rebirth on Necros thanks to Davros), the Doctor has somehow guaranteed their survival. All he can ever do is prevent them from ultimate victory, but he can never eradicate them utterly.
Bear in mind that this is a theory that's been developed over 20 years (it even popped up in the Virgin Discontinuity Guide, thanks to yours truly), so it's not like I've been having sleepless nights over this

Basically, time-travel f***s with the universe. Since the Timelords created time-travel, everything is All Their Fault. No just the Doctor's. After all, in Genesis he was acting on the Timelord's orders.
This mess is possibly why they have over 200 tenses on Gallifrey.

not sure about a repeat but the dvds of 4 episodes at a time are coming out already and there will be one of the whole series + extras sometime after next week!

Great! I think it has been THE BEST Dr. Who series ever. Shame that CE and BP are leaving because they seem to work so well together. Anyone know who his Companion will be, I had heard tell it would be Mickey? Any truth in this?

Billie Piper has denied she's leaving, and is contracted to do series two.
The whole series comes out in a TARDIS box in November. I'm waiting for that!
