The clown first appeared in 1967 on BBC Test Card F: http://www.meldrum.co.uk/mhp/testcard/bbc_test.html (scroll down the page).
Test cards were broadcast during the days before 24-hour TV. Interestingly, a growing number of people have said they would prefer a return to the Test Card rather than watch BBC Three.

"I don't think the BBC will allow us to upload pictures, because it is too easy to upload a picture which you did not take yourself and pass it off as your own. That would be a breach of copyright."
Except when we did get to use our own pictures we couldn't "upload" them, we could merely link to them. \thus, we didn't breach copyright, but were occasionally guilty of "bandwidth theft", which is no longer such an issue. (It's been a long time since I saw a hosting package that would shut your site down for a month if 100 people looked at it...)

"Blobs" were the old-style pictures on h2g2; they haven't been used in about 5 years, but you'll see them on some older entries. Many people use the word "blobs" to refer to any picture on h2g2.
To put a picture on your page, find the picture on another page. Look at the address field at the top of your screen. You'll see something like this:

Change the A just before the number at the end to "test":
http://www.bbc.co.uk/dna/h2g2/brunel/test6817034
This will show you the GuideML behind the page. In there you should find the code for the picture. In this case it is:

Peet, "linking" to pictures on other people's sites is a contentious issue and could be considered to be in breach of copyright. This type of linking (Deep Linking) where the picture appears on your page as if you owned it, is considered to be theft by many people, so it is very unlikely the BBC would allow a return to it.

Fluffy, we've not done one for photos yet, but here's the old blob library: A692741
And the new one KB and I have been compiling: A53308361 (Anything drawn by an h2g2 Community Artist that's not in the old library.)
Just copy and paste the code from the boxes next to the images into your PS, and the pictures will show up. (Provided it's in Guide ML.)
