I don't see why it's a bad thing for to give coal as a to families who can't keep their houses warm.

so why does he only give it to kids who have behaved badly?

They behaved badly because they were too cold. Therefore, giving them coal, and therefore warming their houses, will make them feel better and behave better.

but it will also make them pollute the environment with carbon dioxide
that is a bad thing to do - and then they will get more coal and - well, you see where this is going, don't you?

If Santa can only do good things, then having him give coal to bad children who will burn it and rrelease more carbon dioxide into the air must have a beneficial side to it.
