Well I have taken the tour. Some very enjoyable essays! But other than some 'code' mentioned in one of your journals I see nothing like that long line of As in question.
Unless it's a musical phrase for something like the standard bosun's pipe calls, such as piping someone aboard or attention on deck:

As I recall, the young lad who used to call his dog Rin-Tin-Tin with a similar melodic phrase: Ee-aw-key. (Not to be confused with his order to go or attack: Yo Rinty!)

Morning, everyone
So... it's an article written by Master B - let's say it's the Bridge article
And Whisky would help. Well, Whisky is a French-English translator.
So, the answer may be... you would be playing bridge in France.
Why? Well, using the standard Ace (A) = 4 points; King (K) = 3; Queen (D) = 2; Jack (V) = 1, then two of B's equations work:
K + 4D + 2A + 2V = 21
A + K + 2D + V = 12
Sadly, the other three don't
And I don't know where the 'handicap' bit comes in either - unless it's some bizarre form of handicap bridge bidding system where players deduct points from their hands

No, it was a good effort, and it's more or less right. I didn't want to make all the questions accurate, because you could solve them with simultaneous equations, so I used a slightly different counting system, because they came fairly quickly off the top of my head.
The handicap link was a bit oblique. The counting system is called High Card Points, for obvious reasons, and the abbreviation HCP is also the abbreviation for Handicap (in golf).

Hmmm...this looks to me like Countries of the world (maybe UN member countries):
J=3: Japan, Jordan, Jamaica
K=5: Korea, Kazakhstan, Kyrgyzstan, Kuwait, Kenya
Q=1: Qatar
W=0: No, NOT Wales
X=0:
Z=2: Zambia, Zimbabwe
Which would make O=1: Oman
