Well Kazinishi found a gargoyle hanging around in the slums and he's pretty certain that it's the one who's been rabble rousing, we need to check records and see when the last time the guild upset a gargoyle

If the gargoyle concealed his true form from the other townspeople, perhaps that was why he used the grapple. To keep them ignorant as to what he truly was.
