I don't know whether the correctional facility is, strictly speaking, on H2G2. I just know that these ex-conrats came to me asking me to help them: a) expunge their records; and b) get away from a cat named Javert.

Something about the Claw, good bad or indifferent....

Well, there was the Andromeda Way Prison, but that's not really a "correctional facility" so much as it is a hopeful garbage dump for lost causes.

[Mog] Hmm ... perhaps you should make your own! ... no, too much danger of them escaping if someone went wrong. Though creating your own set of pocket dimensions in which to seal away various evils would be interesting ...

I use pocket dimensions to keep my coffee fresh... and to allow my to carry a fresh pot with me at all times. I've still got half a dozen left over from the last shipment I got at the H2G2 space station... haven't been back there in a while. I could let you rent one for relatively cheap.
