Just a few nitpicks, Milla:
A large steel circle raised was on its edge was erected in a roundabout, - ? was raised on its edge and erected...?
but sofar, - so far
vandalisation - vandalism
factor of the spread of - factor for...
time to observe the styles and - observing
was also a sad prospect of removal by traffic authorities - ...the sad prospect of the removal of the dogs...
... seemed to be regarded as a distraction to drivers, thus creating a traffic hazard. This risk disappeared on the 16 November 2006, -I'd suggest to change this to:
as there semed to be a disagreement as to whether or not the dogs distracted the drivers, thus creating a ...., until on 16 November, 2006 there was a decree stating that the dogs are not against the law.
