I'm not sure here - this could be a completed sentence, even though it would rely on a previous sentence. For example:
What is the world's least favourite food?
Doughnuts aren't; too many people list others.
The other problem, is the sentence is not making sense to me any other way.

Which makes perfect sense. Of course, if you replace hoses with horses, as you did, it makes no sense at all.
