Yes.
However...
The original song (title) "Different Strokes for Different Folks" was supposed to be a message of universal love, peace and tolerance between people of different races, religions etc...
But the expression, 'different strokes' soon began to be used rather cynically to ignore or diminish anything someone else was doing that didn't strike one as cool.
The notion of individual rights to behave freely, expressing oneself in all sorts of here-to-for distasteful or silly behavior, had been firmly planted in the sixties.
Even the most bigoted rednecks had to shrug off dress and behavior which they previously would have felt a need to quell with violence. (See: Easy Rider - the movie)
So, in its own way, popularising the expression 'different strokes' was a giant step for mankind. Now rigidly narrow-minded people were able to put someone down with a laugh by saying "Different strokes, eh."
By the time the sit-com (just called Different Strokes) came round the expression was a catch-all to excuse the most ludicrous and offensive behaviour. Including the show itself.
