Canada, Russia, and the U.S. have huge distances between places, so it would make sense if the car had been invented in one of the three countries. Monaca, on the other hand, is so small you could easily walk from one end to the other, with no need for a car.
But you could also make a case for France and Germany, which are not exactly small countries, and there are centers of population in pretty much every section.

Yup... heaven forbid we don't have them... I, on the other hand, would love to live somewhere where I didn't need one. That's oe of the things I loved about NYC.

I was thinking of moving into Uptown (the area where my office is) if I stay working in that location for long. Then I could walk or take the trolley to work and would only need my car on weekends.

A lot depends on the shape of the land, and the different landforms. Russia has some vast areas that are basically flat, or stepped. It wasn't all that hard to find flat places to run railroad tracks. Italy hasn't got a huge land area, but it's very long, North to South, and there's that darn chain of mountains (the Appenines) running down the middle. And, you have Venice at one end, and Sicily at the other, so it's not as if you could safely ignore the need to get form one to the other.
England has various little prongs, like the one to the Southwest. It's got some ranges of hills or mountains going North-South, and then some East-West Lochs and some more mountains when you get into Scotland. So, getting from the Southwest tip up to the top of Scotland would take some doiong.

they're building a light rail system here in Charlotte and in a few years (by 2010) I won't need to drive into the city if I decide to not move to uptown.

Amherst, Massachusetts doesn't even have a McDonald's at all. They had one, but it closed because of lack of business.
