I asked Excelsior about this (he was a soldier in RL) and he says you CAN arrest a senior officer he/she is suspected of a serious crime, I guess Spook put this in the Rules and Regs after I accused him of Mutiny a few months back and we got into this you-can't-arrest-senior-officers argument
