Well, to be fair, Agent Orange wasn't used as chemical warfare directly. It was used as a defoliant and was considered safe for humans. We now know it was far from safe for humans, but they didn't know that then, at least not that it would have the long term chronic effects that we now know it does.
Whether defoliating huge swaths of jungle and farmland is ethical is open for further discussion and should consider similar policies used in Central and South America in the "War" on drugs. Note, many pot plants are becoming herbicide resistant due to US DEA aerial spraying programs through artificial selection.

Somewhat surprisingly, Canada has had a lengthy process to eventually offer compensation to victims of Agent Orange. Old military AND their families. The stuff was tested over some areas of our army bases in eastern Canada, and of course winds helped to deliver some to the housing areas.
