That's probably statistically true... Rate the IQ levels aggregate of police officers (or any profession) and compare them across different nations. Ignore cultural bias of IQ tests and yes, probably they are equally intelligent or stupid (half full / half empty).

That was precisely what was on my mind!
However...I'd bet that the policemen in some of the lower crime / lower prison population countries are better trained, and their crime-prevention services (eg probation, social work) are better resourced than in some of the higher.

as a side note to the 'policeman are stupid' thing, i have found it difficult to find online statistics on the iq of us enlisted personnel. i can find their average height, weight, racial mix, gender and all sorts of statistical information. is there something the us government doesn't want us to know?
about 15% of all volunteers to the us army during world war 1 were rejected as intellectually sub normal.

and just to clarify my original 'stupid policemen' thing. twas facetious of course.
but when the media gets on the alarmist bandwagon about crime increasing, the usual line from law enforcement, here at least, is that crime isn't increasing, but REPORTS of crime are increasing, and this reflects a greater confidence in the public in the abilitity of the system to get a result. conversely, it has been said that falling crime rates in places like urban america mean little more than that folks just don't bother to report crimes as often. presumbly both of these positions are impossible to substantiate.
goes to show the difference between statistics and information.
