Not according to my book on proverbs. It has the proverb going back to the 15th century, and in the example given 'vessel' refers to a drinking vessel or a container of some kind.

I think a vessel means any kind of hollow container, too. From a petrol canister to a teacup to a battleship.

It mainly refers to the fact that the people with the least brain talk most. Or so it often seems.
