So, I've just checked on the official website and it says that Earth was one of the founding members of the Federation in 2161 after the Romulan Wars and it is now it's de facto capital. Starfleet Academy, Starfleet Command and the Federation Council are all based in San Francisco and the office of the President of the UFP is in Paris. So Articuno, you are almost correct.

One other point. I seem to recall, some time in Enterprise (series 1) that Captain Archer says that Starfleet is an exploratory organisation, not a military one. I think this is also stated by one of the later Captains (might have been Picard). And yet, whenever there's trouble (e.g., Borg, Klingons, Romulans), it's always Starfleet that provides the fire power.

Can anybody explain this paradox?

Sure- Starfleet's primary role is exploration, but defence is one of its secondary roles. If you look at the three Admirals in charge, one is responsible for science, one for security, and one for something else which escapes me just now...

It's changed it's profile in 100 years, it's hardly supprising it's changed it's role. Although from the old/new trek with Archer, history is messed up, the Federation is supposed to form 10 years after the first mission, the Klingon's came in early & where did the sulibon go!!!

I can recall a couple of instances in either the original series or TNG - or possibly both - where the crew are despised (or at least looked upon unfavourably) as being "...the military", by a guest character.

I guess that would be how they are percieved, after all- uniforms, big powerful ships, side arms on away missons. Starfleet's mission is supposed to be one of peace, however. Otherwise they wouldn't be off exploring all the time, they'd just be patrolling borders.

Both of Worf's parents were killed in a battle with the Romulans. The first on the scene after the fight was a Federation vessel. There found Worf alone there, and took him home. He is the only Klingon to be raised by a human family. Not sure why they were chosen to raise Worf. I suspect it might be the they were serving on the vessel that found Worf.
