firstly, i think we should set up a defense/watch tower on top of the base itself.

i think that's probably up to us. i, personally think the base is a large metallic building, which has three floors to it and a flat roof. i think it is on this flat roof that we should put a defense tower. what do u think?

Right. The base needs a perimeter fence. The barracks are a separate building altogether, the Senior Officers Quarters (Colonel and above), are part of this building.
We are here to decide who we are going to fight, but first I think we need to recruit a few more people

I recommend putting up some sort of info department, with maps, etc.
I also think we should have some sort of reward for people who have done sometihng extraordinary, apart from promotions, maybe a medal?

No!, Barracks should be above ground!
Underground we should have bomb shelters, The strategy room, weapons lab, etc...
