I may have to explain this! Claes Oldenburg (Pop Art Artist) wanted to give Cologne a statue as a gift. The statue was a giant ice-cream cone and was to be placed upside down on the corner of a shopping center - with some of the ice dribbling down... . I thought the idea was great but a lot of people said it'd disturb the view on a nearby church. There was a big discussion about the ice-cream and I haven't heard anything about it in a while - I still hope they're going to build it... .
