Depends what you're going to do with it... If it's just a bit of light editing of digital photos then go for Photoshop elements - it's easier and simpler... If you're really wanting to do some serious editing (removing people from pictures, blending separate images, etc.) then go for CS4

What about the argument that I've never tried removing someone from a photo mostly for the lack of a facility to do so, so maybe I might.

I've played with Gimpshop before, but I don't really rate it. It's basically just GIMP pretending not to be, but it didn't perform as well when I tried it. I found it slower, buggy, and less user friendly than the original.

I just meant as way to see if a Photoshop style interface is what is wanted.

But perhaps I overestimated it, I haven't used it myself.

Oh yes - well, it's free anyway, so there's no reason not to try it. There have probably been a few upgrades since I last tried it, too.
