it wou;ld be possible to demote, as the ADmiral of the fleet demoted a ADmiral of the fleet to anoterh rank. to anotehr rank, they would be veiwed as sperarate ppl so the demotion could happen, there would just be no way of reversing it ... there would be now one left to carry out promotions
and no way are you gonna demote yourself, i don't wanna be left at the top, i don't want to be that much of a target

Normally I'd agree with you. Advisors have a lot more fun - they decide policy while figureheads take the backlash when it all goes wrong.
Anthea doesn't strike me as a figurehead though
