It's an abbreviation of 'smegma' which is the name given to the cheesy smelling gunk that accumulatues on your willy when you dont wash it.
Couldn't find the article on it though :/

It's is not an shortening of smegma, it's a word made up by the authors of Red dwarf to minimize the swearing in the show, due to a demand by BBC.
