kea, the domain name part of the URL (www.bbc.co.uk) will always be case-insensitive. Your browser itself will fold it to lower case (and, in the case of IDNs, do other normalisations) before outputting the request.
The rest of the URL is case-sensitive on the browser end (i.e., if you request example.com/Test and then request example.com/test, the browser will treat that as two separate requests). The server on the far end may treat /test and /Test as the same resource, as different resources, or may redirect one to the other (this last option makes the most sense to my mind). In general, Windows is not case sensitive, while Unix and GNU/Linux are. The BBC website is run by Apache on Unix, but the /dna/ bit of it is run by Microsoft-IIS on Windows. For the new site, the front-end of h2g2 has been moved to Apache on Unix, which means that it's now case-sensitive. But it doesn't have to be. With a bit of ingenuity, "Page not found" errors could be redirected to their correct-case counterparts.
Really, Windows servers are case-insensitive and Unix servers are case-sensitive only for static resources. Where the requests are being handled by a script, the case-sensitivity of either is up to the programmers.
