shhhh... we are smaller and less vocal than we used to be...
Actually the phrase was first used by the Italics to describe 'a small but vocal minority who spoil it for everyone else'.
Some of us found it funny, took it as a compliment, and wore it as a badge of pride. It is a self-selected and self-identified group. You are welcome to join, but you must be small, and vocal. Or large and quiet. Or anything you like really.
This was before the Italics decided to step back from community matters. Some of us objected to moderation, some of us had issues with the Lifetime Ban of LeKZ, some just had misgivings about the way it was implemented.
Since then an adapted form of Colonel Sellars Magna Carta has been introduced, and Hoovooloo's Modest Proposal has been adopted, and indeed used.
But we are a group of misfits without an an agenda, and each of us continues on our individual merry way.
If all of this is gibberish to you, then keep it that way. It is a long and uneddifying saga, full of sound and fury and signifying - well I am not sure what it signifies and I have been around through almost all of it.

so my healthy disposition with the moderators (especially with the decision that you can say nazi, but you caint say s**t) and my failed attempts to get around the moderators and generally annoy them, then complain about it to anybody who will listen (and anybody who won't) then criticise and complain about the BBC in general would be welcomed, rather than looked down upon, here?

Yes! Welcome, critic of BBC! Identifying oneself as a member of the Small But Vocal Minority is a way of turning this epithet into a badge of honor, in much the same way that gays stole the term "queer" from their opponents and changed it from an insult into a positive.

That's IMO not what the SBVM is about, but everyone here has hir own opinion on that. Maybe read your way through the threads hanging off this entry (*except for the "can't believe this!!" one) to get some idea of what the other dudes think of it.
I feel the most importat bit to remember is that there is no grand plan, no common goal and few shared ideas here.
